Base PS5 has the same 2 modes with similar framerate performance, but uses FSR to upscale to 4K. FSR results in less shimmer/break up in SSR and is sharper in stills despite lower internal resolutions (1152p in resolution mode and 720p-1152p DRS in fps mode). However, on the whole, Pro's PSSR implementation is superior due to its much improved motion clarity, lack of ghosting trails, and overall much better resolve (less flickering/instability in foliage/hair etc).
Regardless of mode/console, Nioh 3 suffers from pop-in of objects/shadows and cutscenes run at an unevenly paced 30fps. Finally, there's no RT mode that was present in Team Ninja's last game - Rise of the Ronin.
